PACOG 2050 Long Range Transportation Plan

Aligning Regional Vision with Realistic Implementation

 

The Pueblo Area Council of Governments (PACOG) 2050 Long Range Transportation Plan (LRTP) establishes a clear, coordinated framework to guide transportation investment across Pueblo County and its member communities over the next 25 years. Building on the foundation of the 2045 plan, this update reflects a strategic shift toward prioritized, achievable projects, integrated multimodal solutions, and compliance with evolving state requirements.

Bohannan Huston supported PACOG through the development of a plan that moves beyond broad visioning to focus on implementation-ready strategies. The effort included refinement of the regional project list to reflect realistic funding expectations, integration of multimodal transportation options, and alignment with Colorado’s greenhouse gas (GHG) planning requirements.

A key component of the plan was the incorporation of updated modeling tools and datasets, allowing for a more comprehensive understanding of regional travel behavior and system performance. This supported a more nuanced evaluation of scenarios and ensured that the plan reflects both current conditions and long-term trends.

The resulting LRTP provides PACOG and its partners with a practical roadmap for investment, balancing regional priorities with fiscal constraints and policy requirements. Through close coordination with agency partners, local jurisdictions, and stakeholders, the plan positions the region to advance projects that improve safety, enhance mobility options, and support long-term economic and environmental resilience.

Key Contributions

Development of a prioritized and financially realistic project list, reducing overextension and improving deliverability

Integration of multimodal transportation strategies, including roadway, transit, and non-motorized investments

Alignment with state GHG requirements, supporting compliance and long-range sustainability goals

Application of enhanced modeling tools and data sources to better reflect regional travel patterns

Facilitation of agency coordination and stakeholder engagement throughout plan development

Outcome

With adoption of the 2050 LRTP, PACOG is equipped with a transportation plan that is both forward-looking and actionable—positioning the region to compete for funding, deliver priority projects, and respond to evolving transportation needs over time.
