BHI assisted the Town of Nederland in assessing current housing conditions and needs, projecting/predicting future housing conditions and needs, and providing recommendations for policies, practices, and regulatory changes that can be implemented to address gaps between housing needs and supply. The project’s ultimate goal was to develop and adopt housing strategies that would qualify for the Local Government Affordable Housing Development Incentives Grant Program.

BHI’s scope of work centered around five primary tasks: 1. Community housing needs assessment; 2. Public outreach; 3. Refinement of strategies; 4. Draft policy and code changes; and 5. Policy and code adoption support.

The Town wished to build upon and update previous housing assessment information to understand the potential impact and effectiveness of any recommended strategy and/or policy and gauge and garner public support for those recommended strategies through thoughtful and inclusive public engagement.
