Ted Barela

Ted Barela, promoted to Senior Vice President, Construction Engineering – As a Senior Vice President and shareholder of the Construction Engineering division Ted leads the firm’s construction management augmentation program, overseeing its operation and staffing. With an exceptional understanding of construction, design, and maintenance, Ted is dedicated to upholding the highest standards of integrity in construction, starting from the design phase. His expertise and leadership continue to be invaluable to the team and BHI clients.

Ted, a former NMDOT employee, brings over 30 years of experience as a construction inspector and project manager, overseeing major projects for the department. Ted’s career in public service includes 10 years as a councilman, 5 years as mayor, and 2 years as a senator, alongside a 26-year career in state government. He joined BHI in 2013. His knowledge and insights have enhanced the firm’s construction engineering efforts and provide a client perspective that is beneficial across all the services BHI offers.

Vince Steiner, PE, CFM

Vince Steiner, PE, CFM, promoted to Vice President, Surface Water – With 15 years of experience planning and designing stormwater projects across the Southwest, he has leveraged his vision for sustainable and impactful engineering solutions to contribute to building resilient communities.

Specializing in stormwater engineering but with diverse experience across the civil engineering industry, Vince is passionate about advancing green stormwater infrastructure (GSI) to enhance stormwater management while delivering community benefits. His expertise includes drainage system hydraulics, floodplain management, water harvesting techniques, and low-impact development. Passionate about innovation and collaboration, he is excited to be at the forefront of expanding the implementation of GSI and its use in the arid Southwest.
