In anticipation of continued growth in the City of Gallup and a corresponding rise in the need for housing, infrastructure, services, and amenities, BHI and the subconsultant team provided a comprehensive update to the City’s Land Development Standards (LDS). The update included the Zoning Code, Subdivision Regulation, and Annexation Policy. A major emphasis of the update was to create a user-friendly and flexible set of land use regulations that accommodate a greater range of potential commercial and development activities. The LDS update included a public outreach effort to educate the community on the role and function of zoning and featured the extensive involvement of a Steering Committee composed of private citizens and City staff. The project also included a permit fees study that evaluated costs of development in the City of Gallup compared to other communities in New Mexico and provided recommended actions to City staff.
